House Overwhelmingly Rejects GOP Immigration Bill

House Republicans moved to kick the migrant crisis created by President Trump back to the White House on Tuesday by scheduling a vote for a broad immigration bill that is unlikely to pass before Congress goes on break, and nearly certainly would be a nonstarter in the Senate if it does.

The U.S. House of Representatives rejected a broad "compromise" immigration bill on Wednesday, as expected, that would have addressed the crisis of families being separated at the U.S. -Mexico border.

The vote in the House of Representatives ended with 301 against and only 121 with a substantial number of Trump's Republican Party failing to fall into line. Republicans also diverged with Trump over the issue of adding immigration judges to more quickly adjudicate asylum cases, an idea which the president mocked during a campaign rally Monday night. Democrats said they did not favor the measure.

The House could vote next month on a narrower measure that is being developed and would focus specifically on the family separations issue, although prospects for its passage are uncertain. Because of the administration's "zero tolerance" policy of aggressively prosecuting people caught entering the country illegally, that deadline has produced more separations as more parents are held.

Trump tweeted in capital letters Wednesday: "HOUSE REPUBLICANS SHOULD PASS THE STRONG BUT FAIR IMMIGRATION BILL, KNOWN AS GOODLATTE II, IN THEIR AFTERNOON VOTE TODAY, EVEN THOUGH THE DEMS WON'T LET IT PASS IN THE SENATE".

The president himself has sent out mixed messages about the legislation - at one point telling Republicans they were "wasting their time" trying to reform immigration before the November elections.

The proposed legislation would have created a guest worker program for the agriculture sector and would have required employers to use E-Verify to confirm the immigration status of employees. GOP aides said Republicans had yet to agree on bill language, and the effort was complicated by a federal judge who ordered that divided families be reunited with 30 days.

Democrats never were included in the negotiations that led to the legislation and none of them voted for it.

As such, and through a purely Irish reform lens, neither bill would have met the criteria necessary to be dubbed a true comprehensive immigration reform measure.

For his part, Speaker Paul Ryan has been sanguine about the looming failure of the bill in recent days, sticking to what has always been his public and private theory: it will take a new deadline on DACA protections to drive some kind of bipartisan consensus on a broad proposal.

Immediately after the bill's failure, Trump sought to distance himself from it, telling reporters, "I want them to do what they want".

"We need to continue to be a beacon of hope and aspiration for the rest of the world", Rep. Adriano Espaillat, D-N.Y., said on the House floor before the vote.

Bipartisan Senate talks are underway, but no compromise has emerged in either chamber. "They've failed to give the president the money he needs to do that, and there has to be accountability", he said.
