DPRK: Seeking peace, bilateral ties with U.S.

Testifying before the Senate Intelligence Committee on Tuesday, Director of National Intelligence (DNI) Coats argued that China and Russian Federation are united in opposition to "perceived U.S. unilateralism and interventionism and Western promotion of democratic values and human rights", while a number of USA allies "are seeking greater independence".

North Korea and Iran have such capabilities too, and all these adversaries "threaten both minds and machines in an expanding number of ways - to steal information, to influence our citizens, or to disrupt critical infrastructure", Coats said.

The assessment was delivered Tuesday in an appearance by Dan Coats, director of national intelligence, in front of the Senate Intelligence Committee, The New York Times is reporting.

USA adversaries will "use online influence operations to try to weaken democratic institutions, undermine alliances and partnerships, and shape policy outcomes", Coats said.

"More broadly, U.S. adversaries and strategic competitors nearly certainly will use online influence operations to try to weaken democratic institutions, undermine USA alliances and partnerships, and shape policy outcomes in the United States and elsewhere", Coats said in his remarks (PDF) to the bipartisan panel. Analysts said the North's leadership is trying to inspire people's loyalty to the country and maintain internal unity as the regime is in negotiations with the United States over its nuclear weapons. "Of course the press is going to make a big deal about this", David Maxwell, a former U.S. Special Forces colonel and fellow with the Foundation for Defense of Democracies, wrote in comments circulated online.
