Boeing 737 Max operators to meet as regulators consider jet's return

"We will not allow the 737 Max to fly in the USA unless it is absolutely safe to do so", Daniel Elwell, acting administrator of the Federal Aviation Administration, told lawmakers Wednesday without offering an estimate for how long the review would take.

Boeing and the FAA are facing multiple investigations focusing not only on the crashes, but also on the process by which the 737 MAX was originally certified for flight.

The 737 Max, Boeing's best-selling aircraft, was grounded on March 13 after it became clear that an Ethiopian Airlines crash three days earlier had similar underlying causes to a Lion Air crash on October 29 near Jakarta.

"I certainly wouldn't characterize it as rushed", Elwell said.

They told Elwell that the closeness between Boeing and the FAA may be one of the reasons it took the agency a relatively long time to ground the Boeing jets.

"Elwell admits that the 'MCAS should have been more adequately explained in the [Boeing operations] manual and flight manual, absolutely.' But the FAA approved those manuals without any discussion of the MCAS".

Representative Rick Larsen, a Washington Democrat who chaired the hearing, said he would press for answers to ensure safety.

Meanwhile, the pilots in the meeting said they felt they weren't told enough about the MCAS system, which was new to the 737 MAX 8. Boeing will train pilots before allowing the planes to fly again.

"I think we have a long way to go before we talk about autonomous ships because we need to have modern management practices in the office first, modern attitudes towards technology, and modern approaches to the implementation of the technology", he stated.

Elwell noted that the FAA is still working with Boeing to certify a software update that's meant to upgrade the MCAS and build in additional safeguards.

The attack targeted iPhones, as well as phones with Google's Android system, Microsoft Windows Phones and Samsung's Tizen system. At first, engineers were surprised by the information that many users got calls from an unfamiliar number.


Missing Documents Transportation and Infrastructure Chairman Peter A. DeFazio, D-N.Y., said the FAA has begun providing the committee with documents requested surrounding the agency's certification process and handling of the 737 Max after the accidents, but that Boeing has not yet provided "a single" document.

Daniel Elwell, the FAA's acting administrator and a former commercial pilot, said in testimony before a congressional committee that he expects the FAA will amplify the description of the Maneuvering Characteristics Augmentation System (MCAS) system so that pilots will be able to better respond to an anomaly. The Justice Department is also investigating Boeing.

The US Allied Pilots Association said this month computer explanation would "not provide a level of confidence for pilots to feel not only comfortable flying the aircraft but also relaying that confidence to the travelling public". This week Boeing acknowledged that factory-fresh 737 MAX planes are being sent to a San Antonio facility for storage. Elwell said he's waiting to see what various investigations and audits have to say. Mr. Elwell testified that he was "not" happy that Boeing failed to report the disagree light problem to the FAA, but he seems unwilling to take any action against Boeing.
